School Districts are funded from three main sources, the State of Wisconsin, taxpayers and the Federal Government. School districts have been under state imposed revenue limits since 1993. This has been a benefit to taxpayers by way of lower tax levies and mill rates, but has made it more difficult for districts to maintain staffing and programming. In Freedom, we have been very fortunate to continue to maintain balanced budgets. Property values in the District will also have an impact on the mill rate.
